The Finance Committee considered SENATE BILL NO. 18 "An Act                                                                     
making appropriations, including capital appropriations and other                                                               
appropriations; making appropriations to capitalize funds; and                                                                  
providing for an effective date" and recommended it be replaced with                                                            
                                                                                                                                
          CS FOR SENATE BILL NO. 18(FIN) "An Act                                                                                
          making, amending, and repealing appropriations,                                                                       
          including capital appropriations, supplemental                                                                        
          appropriations, reappropriations, and other                                                                           
          appropriations; making appropriations to capitalize                                                                   
          funds; and providing for an effective date."
